Biimyrza Toktoraliev graduated from the Moscow Forestry Engineering Institute (1973), from the same university completed Ph.D. (1979) and post-doctorate (1993).
Toktoraliev is a major scholar in the field of biology, general ecology, plant protection and forestry. He was the first doctor of science, corresponding member of National Academy of Sciences, forestry, ecology and professor and academician of International Academy of Ecology.
He is a national consultant and expert in international projects for Saving the Aral Sea and the Pamir-Altai Trans boundary project, projects under the auspices of NATO and also worked as an advisor to the Committee of Environment and Forestry Jogorku Kenesh. He organized several international symposiums and conferences on forest ecology and forest scientific mining ("Preservation and protection of mountain forests, "Preservation and Protection of juniper forests", "Modern problems of climate change and ozone depletion, "The city of Osh, 1999, 2000, 2007 etc.).
Prof. Toktoraliev is the author of more than 200 scientific papers and eight monographs published in France, Belgium, Holland, Turkey, Switzerland, etc.
He is a member of the Committee for awarding state prizes in science and technology of the Kyrgyz Republic.
Toktoraliev was awarded the honorary title - "Honoured Scientist of the Kyrgyz Republic", was repeatedly awarded with diplomas of the USSR Ministry of Higher Education, Ministry of Higher Education of the Kyrgyz SSR, the Ministry of Education and Culture, Ministry of Ecology and Emergencies, the State Forest Service of the KR, the Presidium of the National Academy of Sciences and NAC Kyrgyzstan, Osh and Jalal-Abad regional state administrations.
